Carolyn W. Scogin

Carrie joined Blanco Tackabery in 2001. Her practice focuses on representation of nonprofit and for-profit organizations in the development and operation of multifamily affordable housing projects. Carrie counsels clients in connection with the development of multifamily housing projects financed with federal and state low-income housing tax credits, tax-exempt bonds, federally insured mortgage financing, Fannie Mae and Freddie Mac multifamily financing, and various other funding programs, including the HOME Investment Partnerships program, the Community Development Block Grant (CDBG) program, USDA Rural Development loan programs, the Federal Home Loan Bank Affordable Housing Program, and state supportive housing programs.

Carrie counsels clients in all aspects of affordable housing transactions. With representation often commencing at a project’s planning stage, Carrie advises clients with respect to tax credit application submittal, entity organization, deal structure, and real estate acquisition, including zoning and title issues. Her practice includes advising clients with respect to ongoing operational issues, as well as planning for and implementing the disposition of multifamily housing projects. In addition to affordable housing transactions, Carrie has represented purchasers, sellers, developers and financial institutions in all phases of commercial real estate transactions.

Prior to joining the firm, Carrie completed a two-year judicial clerkship for the Honorable K. Edward Greene, North Carolina Court of Appeals Judge.
