Debbie began practicing with Blanco Tackabery in 1997, focusing her practice on representing for-profit and non-profit developers in the area of low-income housing tax credit, tax-exempt bond, historic rehabilitation tax credit and HUD-insured loan transactions.

Debbie represents developers throughout the Southeastern United States in all aspects of affordable housing and community development transactions, including the planning and applications, the acquisition of the property, the debt and equity financing and the project operations.  She has extensive experience representing developers in closing a range of financing alternatives and development programs including:

  • Affordable Housing Program (AHP) loans
  • HOME Investment Partnerships Program loans
  • Tax-exempt bonds
  • Rental Assistance Demonstration (RAD) Program
